China wraps up 800 billion yuan policy-based financial instrument rollout; three banks disclose projects with total investment above 11.5 trillion yuan

economy

China's 800 billion yuan (approximately $120.1 billion) in New Policy-based Financial Instruments for 2026 was fully deployed as of Oct. 28, with China Development Bank disbursing 365 billion yuan (approximately $54.8 billion), the Export-Import Bank of China 120 billion yuan (approximately $18.0 billion) and the Agricultural Development Bank of China 315 billion yuan (approximately $47.3 billion). The rollout took only about two months from first deployments in early September to completion. The three banks said the projects they support carry combined total investment of more than 11.5 trillion yuan, focused on artificial intelligence, the digital economy, green and low-carbon development, biomedicine and consumption, with a clear tilt toward private investment and major provincial economies. The funds are used entirely to replenish project capital; once capital is in place, loans still require independent bank review, and total project investment does not equal investment completed in the current period.
